does anyone know how to turn back on the shortcut keys for photoshop cs2 back on? I can use, for example, the arrow keys to move the graphics into the correct spot, or can use the redo key.

ok, leave the block the way it is, go to admin panel -> module -> and set the module you dont want the guest to have access to, and set permission to be viewed if registered.
