CSS will be your main language you will need to understand at first. Then if you want to make fancy themes with nice add-ons, then yes you will have to have a knowledge of php.

i know of a good site...but then again i lost it all in the reformate. Check [ Register or login to view links on this board. ] and search for CSS Tutorials. Thats where it took me, and it was an awesome site...if I ever find it again ill post it.
