The data of Online User on phpnuke forums is based on user active over the past five minutes, so can I change it to cover the data for 1 hour?

I believe that is controlled in the Forums admin configuration under session time.

Its in the admin page under Forums. Then go to configuration. Try changing the Session Time. If that isnt it then you have to do some more digging.
