First question:

Referring to the admin graphic- can I add some for other purposes. I have people from different communities come to my site, and wondered if since they are in users groups in my forums, if I would be able to add the initials of their "clan" to the menu as the admin is added?

Next question:

If this is possible, what are the specs for the graphic size and the font used to make these?

P.S. with the announcement you mean hacks as in forum hacks right? And what are cracks?

Yes it is possible to do it that way. Best bet would be to see how the groups function works in the forums and adhere that to the block. You could use the same type of idea to get what you want to achieve.

The image is 32x8 the font used is below icon_smile.gif (size 6 with anti-alias checked works best)
