Size: bout normal banner at most
colour: background of site black so it needs to fit with that, but greys also
font colour: blue
Font: needs to be modern and techy
File Size: Not to big needs to load on 56k fast enogh so that people dont die of bordom.

I used Photoshop, but you could also use Paint Shop Pro, Flash, or the Gimp (free graphic program). There are probably others I'm not aware of.
