Where do I locate the library for mouseover effects? I've looked EVERYWHERE in flash and cannot find it lol.

Insert a new Symbol onto the page and click the button bit. Then double click on it and you'll have hover or over, down, up and one more i can't remember on the timeline. Right click under the hover one and go for insert keyframe, then just design what you want your button to be like on it.
