Is there a way to change the permissions of the special effects mod so only admins can use the functions on the members?

What I am trying to do is only allow admins to change the effects that are available there. For example, I only wish the admins to be able to change the color of a members username.

Any ideas?

well my effect store wont worked... y? maybe because I installed colourgroup... icon_question.gif
