Cannot change theme from SubSilver

I cannot access the change themes in the management area. It siply shows the blank block. I see the downloaded theme under create but it won't hold when I attempt to change the subsilver coclors. Currently the text is white on white background. This also of course effects the member list, mail and msgs. How do I set the new theme outside of the admin forum area?

If you go to your admin panel, click "Preferences" in your admin menu, you should see "Default Theme for your site:" in the General Site Info area. Choose what theme you want, go to the bottom of the page and click save changes, and you should be good to go.
