youshould have aset of people to choose the winner..with a set list of things to vote on and a score (1-10) for each ..then add all teh scores for each page together and you get winner...but winner should get a award for winner and teh other entries should get a small acknowledgement thing they can put on their site.
the people who decide about the sit shouldnt be the code staff but members...

It all depends, things is if we appoint people to judge a page, lets say a entire panel of people each and every one person in there has their own views.

A really good page in one persons eyes can be a very bad page in someone elses so sometimes selecting a panel may not be very fair.

All these suggestions are a possiblity and will be discussed in detail when the time comes.

The top sites module was updated from when it was first introduced. The only way it could have been done with the first version was by the number of votes.

The new version was equipped with the rating system. It was only fair to go with the first plan. All will be changed next time.
