My question is how do i add the arcade menu to the overall header so it shows on all pages in the forum not just the forum index

depending on how your themes are set up...the overall header is part of the forums. There should be a class=mainmenu and you can just either add a link there or do a drop down in that table.

You will need to add the same code for every theme you have set up in your site.
