I would imagine it can be done by adding a table with the information you want in it to your posting_body.tpl in your theme directory.

Yeah that worked great. The following code is just your basic html table. The only thing I couldn't figure out was how to change the font size of "General Posting Tips". You should insert this code at the top of your posting_body.tpl, before everything else. You may want to change the table width from 600 to 100%.
