Ok with 7.0 they added a field into the table nuke_blocks

action char(1) NOT NULL default '',

You can check the admin/modules/blocks.php for all the sql querys and make sure thier is the proper amount eg . how many tables you have in the databse table nuke_blocks is how many querys list there should be.

Or you can just dump the table nuke_blocks and use the sql from a 6.9 to put the blocks back in and then when the proper fix is available for that added table you can reinstall it. What you would do is dump your table nuke_blocks then rebuild it from a 6.9 sql. Then upload the admin/modules/blocks.php from 6.9 over yours (make back ups).
That should cure it.

Ok mate i done all ,i drop the table i create the table of 6.9 nuke_blocks and after i add my backuped blocks all its ok and i can now to add Blocks.
