Nuke board is a forum that is integrated with PHPNuke while the other is a simple stand alone forum version without Nuke...meaning just forums no other information is presented on the site

I can not recommend anything. the choice is yours. it all depends on what you need the web site's purpose to be

if however you decide to go with Nuke, I suggest getting a better understanding of both HTML and CSS as you will deal with them a lot along with learning PHP, although not necessarily needed but it helps to understand how things work if you know some PHP
