I am trying to update user permissions and get this error, any ideas?

guessing this is when you try make mods or admins? try this one

i uploaded it and it didn't work. i'm able to manage my users but when i goto assign permissions to a user for the forums is when i'm getting the error.Thank for trying i really need to get this figured out. I also noticed when i try to change a users profile through the admin panel it doesn't save the settings, ugggggggg i'm at a loss here, Telli if you could help me i'd really appreciate it, i know your a genius at these type of things.. I have the following mods installed: gender, flags, cash, vault, medals,shop, etc. if you can look at my files and see where i messed up, which is likely, lol.
