is it possible to replace the logo.jpg in the phpnuke 7.0 headers with a flash logo? if so how? thanks in advance.

Yes you can. Depending on the theme, it should just be a matter of replacing the logo in the header with the flash logo. Again, depending on the theme, you'd probably want to make the flash movie the same size (height and width) as the image logo so that you don't break the layout of the header.
