I'm looking for somone that can create a custom block for me ?

I would like a scroller that has buttons on the bottom to scroll up and down with the buttons, There will be racing ranking on this scoller . Would be nice if I could imput text into a txt file that the scroller reads from Thanks for any help you can offer
