I wish to deny my users from being able to post announcements and stickies but still allow admins and moderators to use these facilities. Just like on this site.

Could you tell me how this is done please?

lol.... i don't think it is a matter of waiting till he is bored of it untill he tells you, i think it is more of a matter of when he has some time. This is not hidden php code that telli would like to only be used on his site, and actually the answer to how it is done is staring right at you..
