can anyone explain how to make it so that only admins can see certain code in a block or module?

for instance i have a nav block, want to add a link to admin places in it, but for security reasons i only want admins able to see the links, that sort of thing...

you could make a block which is only visible to admins and place your links in it. You can adjust to who the block is visible in the blocks admin section.

is there any way to do it inside the block, so that only a certain part of the block is admin only?

Put what you want your admins to see in a new block..then change the Who can view this to Admin only...
